Does a Freelance certificate replace a commercial registration?

No. Practising e-commerce officially in the Kingdom requires either a commercial registration or a Freelance certificate, so the Productive Families document alone is not enough. You can, however, issue a Freelance certificate easily once you hold the Productive Families document.

Yes.
